Mix the Creamy Layer:

In a separate bowl, combine the sweetened condensed milk, heavy cream, vanilla extract, and powdered sugar. Mix until well combined.

Combine and Pour:

Gradually add the creamy mixture to the gelatin mixture, stirring continuously to ensure a smooth and even consistency.
