Prepare the bell peppers:
Cut the tops off the bell peppers and remove seeds and membranes.
Blanch the peppers in boiling water for 3–4 minutes, then drain and set aside. -
Cook the filling:
In a large skillet, heat olive oil over medium heat.
Add the diced onion and garlic and sauté until fragrant.
Add the ground meat, cooking until browned. Drain any excess fat. -
Mix the stuffing:
Stir in the cooked rice, diced tomatoes (with juices), oregano, salt, and black pepper.
